In his road journal in May 2003 Robert Hunter wrote:Songs coming out of my ears. Wrote one this morning called Bakersfield Lullaby for Sandy Rothman to set and maybe sing with Nelson one day.That seems to be the end of the story for this lyric, as far as is known, as no song with this title has appeared.
